They are outside in the fresh air or even in a glassed in area so that they don't freeze in winter or get soaked during a solid rainstorm, nor worry about other weather related concerns.
The benefits on smoking shelter in life are also the fact that there is a place for smokers to go so that they won't be nagged or harassed by others for their habit. This is indeed a good benefit to smokers. Smoking shelters can also be used for other purposes than just for smoking.
